ISML demande aux camarades des differents pays, de
presenter a la troisieme conference de mettre par ecrit, pour publication
dans la revue ISML, leur experience recente quant aux possibilites de creation
d'un seul parti Marxiste-Leniniste dans leur pays, et quelle voie ils cuivent
a ce propos. Les textes ne devraient depasser une certaine dimension maximum
fixee par l'Editorial Board.

The third conference of ISML recognises that "globalization",
as driven by such capitalist agencies as huge capitalist monopoly combines,
and the world bank, the IMF etc - is nothing more than the exacerbated
stage of monopoly capitalist imperialism. This stage was identified by
Lenin, and it was re-confirmed by Stalin as late as 1951, and 'globalization'
ever deepens the crisis of capitalist over-production; and that "globalization"
is responsible for an even greater ruination of the worlds toiling masses.
Only the proletarian revolution led by the Marxist-Leninist vanguard party,
leading the workers and supported by the peasantry and working masses of
the world can overcome the root cause - which is capital. Only the democratic
and socialist struggles of workers and other toilers against imperialism
and the rule of capitalism, culminating in proletarian revolution in each
of their own countries - can ensure the final liberation of the world's
workers and peasants.
Down with imperialism and capitalism !

The third conference of ISML condemns the actions
of the Turkish fascist dictatorship in its bloodthirsty acts and murders
against the political captives in Turkey and Kurdistan. The third conference
especially condemns Turkish fascism over the most recent massacre of 10
revolutionary captives in Ankara central closed (Ulucanlar) prison on 26
September 1999.

The third conference of ISML expresses its support
of the heroic East Timorese people in their long and very difficult struggle
against Indonesian invaders and their para-military puppets. The conference
condemns the USA, British, Australian, and Canadian ruling classes, who
are acting under the facade of the United Nations, and which Imperialisms,
not withstanding that they have openly assisted in the genocide perpetrated
in East Timor, now try to represent themselves as its saviors. We condemn
the underlying machinations of the USA capitalists, who under the guise
of "globalization" have supported and armed the regimes of Suharto, and
Habibi. Both these regimes slaughtered communists, progressives and non-political
peoples of Indonesia and East Timor.
Down with US imperialism and all its imperialist allies!

The third conference of ISML expresses its support
for the struggle of workers and toilers in Turkey for democracy and socialism;
and of the Kurdish people for their national liberation. All of the basic
questions facing the proletariat and peoples of Turkey, can and will be
solved only through the overthrow of fascist dictatorship and the Turkish
bourgeoisie (who are supported by US and western European imperialists)
and the establishment of soviet power, i.e. the dictatorship of the proletariat.

The third conference of ISML condemns the brutal repression
of the Kosovan people by Serbian reaction; and supports their national
aspirations, including their legitimate right to self determination up
to and including secession. The conference also condemns the USA imperialists
and their west European allies, who have wantonly bombed Yugoslavia, including
Kosova, thus causing hundreds of thousands to flee their homes and thousands
to be killed and wounded. The conference also supports the Albanian peoples
who have suffered enormous deprivations and persecutions following the
fall of socialism, which persecutions were and are led by US and EEC imperialism.
The only solution to these problems for the peoples of Albania, Kosova,
Serbia and all peoples of the Balkans, is the unity of the proletariat
under a Marxist-Leninist vanguard party, that will guide its respective
country to socialism!

Resolution re Mumia Ali Jamal. The working people
of the world are subject everywhere to police brutality and terrorism of
the bourgeois courts. One of the greatest and most powerful imperialist
states that the world has even seen, is the United States of America. Despite
its constitutional claims that every person is presumed innocent by the
courts unless found guilty beyond any "reasonable doubt", this claim is
not true. In this most racist state, the black person is presumed guilty
until irrefutably proven otherwise. Even then she/he is usually found guilty.
Mumia was convicted of murder on the flimsiest evidence that has been shown
to have no factual basis. The testimony that convicted him has been found
by independent observers, to be based on police intimidation and coercion
of vulnerable under-privileged witnesses. Apart from the obvious substantial
"reasonable doubt" of Mumia's guilt, he was denied any fair trial. Mumia
was framed because he was "guilty" of not accepting police victimisation
and discrimination. Why was this? Because he was fighting the blatant institutionalised
racism of the capitalist state system of the USA. The jails of the USA
are bursting with blacks who face daily the brunt of the capitalist state.
They are at the bottom of the pile - they face the worst of the daily oppression
laid on the working class of the USA. The marked bias of the so-called
justice system (read "in-justice" system) can be measured by the well-known
fact that for equivalent crimes - whites in the USA receive far lighter
sentences than blacks, especially for serious crimes such as murder. This
explains the gross disparity in the numbers of blacks condemned to death
for murder in the States - far exceeding the whites so condemned. Leaving
aside the matter that crimes of murder reflect the gross misery and exploitation
of the workers as pointed out by Marx years ago, the disparity in sentences
reflect the racism of the state. Only the organisation of the workers own
party, organised on Marxist-Leninist lines - will be able to overcome these
and all other manifestations of racism in the USA.

The third conference of ISML notes with sadness the
death of a leading comrade - Jack Shulman - of New York city. His death
occurred on the first day of the conference. Comrade Shulman was a life-long
comrade of the international working class and toiling masses. First as
a young man, he was in the Abraham Lincoln brigade fighting in the Spanish
civil war; then in the 1920's-1930's, he was a full time worker in the
CPUSA organising in the deep south of the USA; then he worked in Shanghai
as a foreign editor for "Renmin Ribao" during the years of the "cultural
revolution"; he then established and organised the USA-Albania friendship
association; his self-less work was recognised by Party of Labour of Albania
in many ways, one of which was the decision to bury his wife in the martyr's
hill in Tirana; then after the fall of socialism in the PSRA he became
a co-founder and leading member of the Alliance Marxist-Leninist (North
America), in which he continued his life long work to unite the streams
of the communist movement of the world into a single anti-revisionist Marxist-Leninist
river. His last years were plagued by serious bad health, but he contributed
to the struggle to the very end of his life. His work continues, as he
would have wished.
